Taichung Enters a Paperless Era of Parking! Smart Parking Service Officially Launches with On-Site Equipment Showcase

The Taichung City Government Transportation Bureau, together with the Parking Management Office, hosted the “Go Paperless, Go Green, Enjoy Rewards” promotional campaign and held a grand launch press conference on the morning of August 20 at the Hui-Chung Building of the Taichung City Hall on Taiwan Boulevard. The event announced that the city’s parking payment system has officially entered the paperless era, fully implementing the Smart Parking Paperless Service.

Transportation Bureau Director Yeh Chao-fu, in his keynote speech, stated that the new paperless smart parking service integrates advanced automatic vehicle recognition (AVI) technology with mobile payment systems. This means drivers no longer need paper parking slips or traditional payment processes, reducing paper waste while providing a more convenient and eco-friendly parking experience. He emphasized that this initiative marks a major milestone in smart transportation and will accelerate Taichung’s transformation into a low-carbon, digital, and livable city.
Smart Parking Equipment Demonstration at Launch Event
At the launch ceremony, the Transportation Bureau showcased smart parking space equipment, allowing attendees and media to experience the paperless parking process firsthand. The live demonstration showed how the AVI camera system records vehicle entry and exit times, calculates parking fees, and enables drivers to complete payments quickly by scanning a QR code—a feature that drew much attention from the audience.
Director Yeh added that the smart parking logo uses a simple green background with the letter “P”, making it easy for drivers to identify. Roadside smart parking signs also display rates, service hours, and mobile payment options, making parking more intuitive and user-friendly.

Exclusive Discounts for Linked Payment Users
To encourage public participation, the Transportation Bureau launched special promotions:
From September 8, 2025 to March 7, 2026, users who successfully bind a mobile payment app and enable automatic deduction for paperless smart parking zones can enjoy up to 40% off parking fees.
Users who set up automatic deduction through banks, telecom providers, or Far Eastern Electronic Toll Collection (FETC) services can also receive 20% cashback.
The city government is partnering with 10 mobile payment providers, including iPASS MONEY, JKOPay, CarPlus, Pi Wallet, Parking Big Voice, AllPay, PXPay, Easy Wallet, icash Pay, and Gama Pay, to offer one-time binding and automatic deduction features, making payments faster and easier.
Building a Low-Carbon Digital Lifestyle
Director Yeh pointed out that the city’s “Smart Parking in Every District” plan (2024–2030) aims to build 27,000 smart parking spaces and integrate data into the Taichung Traffic Network App, which will allow residents to check real-time parking availability and access dynamic parking guidance and EV charging information. This will help reduce the time spent searching for parking and improve efficiency.
He emphasized:
“Smart parking is not just a convenient service—it’s an important step toward sustainability. Through digital payment and the elimination of paper, Taichung is moving closer to its smart city vision.”
The Transportation Bureau added that this service will significantly reduce paper consumption, save administrative resources, and encourage citizens to adopt digital payment habits, achieving the twin goals of smart transportation and environmental protection. In the future, the city will continue enhancing parking information services and integrating more smart applications to create a convenient, energy-efficient, and green transportation environment.

About Paperless Smart Parking Spaces
Uses license plate recognition technology to automatically record vehicle entry and exit times and calculate fees.
Completely paperless—no printed parking tickets.
Drivers can pay by scanning the QR code on the fee sign before leaving or, after 15 minutes, through the Taichung Traffic Network App.
Users are encouraged to bind a mobile payment app, bank, telecom service, or FETC for automatic deduction and greater rewards.
Parking areas will feature AVI signage and smart parking logos painted within parking spaces for easy identification.
