The Taichung City Government Transportation Bureau announced that paperless smart parking payment will officially go live on September 8. The first phase will be implemented in the Xitun District around the National Taichung Theater, including Shizheng North 7th Road, Shizheng North 2nd Road, Henan Road, Huimin Road, Huilai Road, and Fengda Road (click to view related cases).
At that time, parking spaces will be marked with a green logo and a “P” symbol, and AVI (Automatic Vehicle Identification) technology will be introduced. Using camera equipment, the system will automatically record parking duration and calculate fees—eliminating the need for paper tickets. After leaving the parking space, drivers can instantly check and pay fees online, making the parking process more convenient and smarter.

AI-Powered and Paperless: A Step Toward Digital Transformation
Transportation Bureau Director Yeh Chao-fu stated that Mayor Lu Shiow-yen has been actively promoting the smart city initiative, integrating diverse digital services to create a livable and happy Taichung. With the rapid development of AI technology, the city government launched the “Smart Parking in Every District” program last year, aiming to install 27,000 smart parking spaces by 2030 and gradually implement image recognition systems. This will improve parking turnover rates and enable accurate billing, marking a new milestone in on-street parking management.
“Paper is out, technology is in! Paperless parking not only saves manpower and paper resources but also reduces issues with lost or overdue payment notices. Parking, billing, and payment are all completed in one process, providing citizens with more convenient services.”
— Transportation Bureau Director Yeh

Meeting Growing Urban Mobility Needs
Director Yeh noted that Taichung’s population is nearing 2.87 million, with high traffic and mobility demands that create enormous parking needs. The introduction of the smart parking system will effectively relieve parking pressure, while also prioritizing pedestrian-friendly spaces and urban aesthetics, pushing parking management toward full digitization. He urged citizens to embrace electronic payments for a faster and greener parking experience.
Multiple Payment Options for Convenience
Drivers can pay before leaving the parking space by scanning the QR code on roadside signs or by linking a mobile payment app such as iPASS MONEY, JKOPay, Pi Wallet, Easy Wallet, icash Pay, or Gama Pay for automatic deductions. They can also check fees and payment records in real time via the Taichung Traffic Network App.

The Transportation Bureau is offering special incentives for users who enable auto-deduction, encouraging cashless transactions to save time and enjoy extra rewards. For more details, citizens can visit the AVI Smart Parking section on the Taichung Parking Management Office website. The city government plans to continue expanding this service to make smart parking more advanced, convenient, green, and sustainable.
Next Step: Fully Networked Smart Parking
The Transportation Bureau revealed that the next phase of the project will introduce pole-free smart parking spaces around the National Taiwan Museum of Fine Arts. The goal is to further integrate with intelligent transportation systems, enabling seamless connectivity between parking information, public transit, and navigation platforms.
Billing Marmot™ will continue collaborating with local governments to provide smarter, safer, and more convenient parking management solutions, driving cities toward a truly intelligent transportation era.
